IMHO Russia has been doing all they can through subversion, mis-information, efforts as destablilization, sowing seeds of distrust in elections, and democratic government, etc, etc, which is to say they are already "at war" with NATO, they just don't really want NATO and aligned countries to know and act on that fact.

It's usually not slow unless I'm doing something stupid like trying to go to McDonalds at 3AM.

But it's still faster to order ahead so that by the time I get there I can just walk in, pick it up, and leave.

$50-60billion or around 6% of it is usually part of the military black budget meaning they don’t have to tell you what happened to the money. So the best way to help Ukraine is to do it in secret, without the divisive debate and announcements to the invaders.
