Rephrasing my question:

If I turn off iCloud (say, I stop paying the monthly fee), I assume I will lose access to all files in the cloud but NOT downloaded to my Mac.

Is there a way to backup ALL my Mac's files, both on device and in the cloud?

Happy to buy a large enough drive. My concern is that Time Machine only backs up what's on my device, depends on iCloud to back up the cloud stuff.

@davemark

Superduper, bootable local backup? It’s a clone.

But that is easily complicated by having a network of multiple Apple devices throughout your home any NAS as a central server, etc.

How much iCloud storage do you have have? Is the top tier enough?

@davemark I do this with photos. My library is larger than my internal drive so I store everyone on an external. While it doesn’t get a Time Machine backup, I clone the drive with Superduper and Backblaze. I do the same thing with my music library.

So far (knock on wood) the system has worked really well.
