@meganL Oh yes, certainly. I made that point in a city study group about the lack of "cut through" access to our shopping centers, where people who could literally walk out of their house and to the store and back in 100 feet instead have to DRIVE to those stores to get out of their neighborhoods. Those were by design -- deliberate separation of commercial vs. residential space, worries about making it too easy to access for "undesirables" (ie someone shoplifting and running into neighborhoods), etc. etc.
