@timesandseasons that didn't really get me going as much, mainly because it's the sort of thing that can happen with bureaucracy. I can imagine the city staff being well meaning people doing their best within the system.
However, for an individual to look at this situation and decide there's nothing wrong and they're still entirely justified? That's pretty poisonous
