The SNP is at the same time the party of independence, and the ruling party that voters judge based on the quality of their schools and hospitals. Fairly or unfairly, people's opinion on the former depends on performance on the latter.
Frankly if I were a Scottish nationalist, I'd want a pro-independence movement rather than a pro-independence party.
