As a rule of thumb - When your windscreen wipers are on, you should MANUALLY turn on your headlights. The automatic running lights will not do.
In the rain, the amount of people I see (or nearly NOT see) without their lights on is incredible. And it's usually the grey or black cars which are camouflaged against the sky/road.
