Let's bring a debate that we've been having in the Python community to a very specific and practical example:

I am (semi-regularly now) invited to speak in an African city with homophobic laws. I immediately REACH OUT TO THE LGBTQ PEOPLE OF THAT CITY and ask about their experience.

If you do not have the relationships to do the due diligence, then you are not curious enough, and you are not informed enough to make institutional decisions that affect that region. Period.
