People shitting on "outcome based management" (not setting hours but setting goals and deadlines) generally miss a couple things

• set frequent reasonable deadlines with explicit deliverables. This is why I like 1 week scrum for a 100% remote team.
• you still lay down the expectation on when someone should be responsive to colleagues on chat.
• if you need to establish when someone needs to be responsive and with their laptop, set it up like on call
