Russian forces blocked rescue efforts after Kakhovka HPP attack – Amnesty International

The Russian authorities not only failed to evacuate Ukrainians after the terrorist attack on the Kakhovka Hydroelectric Power Plant, but also prevented volunteers from helping the victims, human rights organization Amnesty International has said in a statement.
