the article doesn’t mention why they’re not handing over helicopters that are going to the junkyard. ??

From the article it sounds like the request involves the helicoptors being in working condition when donated and they are not. That may or may not be accurate, but in a vacuum declining to send non-functional equipment sounds reasonable.

The 'at taxpayer expense' type excuse is throwing red flags for me though. That sounds like conservative bullshit as sending them isn't cheap either.

I say send the Ukrainians the current condition of the helicopters and if they still want them, send them over as is. The Ukrainians will decide if they are worth fixing and returning to service.

In the first days of Russia's invasion Germany agreed to send over old ex-GDR manpads without checking at the explicit request of Ukraine to do it as they would do the checkups themselves... What followed were weeks of propaganda (by Ukraine even...) how they tried to fuck them over by delivering dangerously defunct equipment when -totally as expected- ~20% were indeed not working anymore.

About a year later they tried to pull similiar bullshit, when a report of tanks worn out in month long training for Ukrainians soldiers that the producers were now checking on for maintenance and repair requirements before final delivery was made into a tale of how Ukraine had to reject offered tanks because of their poor condition.

So no. Nobody in the world will be stupid enough to send Ukraine equipment in unclear or less than 100% working condition, no matter how much they request it. Because there seems to always be at least one dude involved along the line who still does confuse propaganda for foreign policies and communication.
