Mainly, acting in Crimea. What it the alternative? Since the Russians won’t let the Ukrainian red cross act in Crimea. Would you rather let the people in Crimea go unassisted? Everything else are wild allegations that are solved elsewhere, and usually amount to impact vs. risk.
