MEP: Some EU member states holding up SLAPP law over legal sovereignty fears

A Strategic Ligitation Against Public Participation (SLAPP) is an abusive lawsuits filed by entities or individuals with the aim of stopping a story or line of investigation by intimidating or draining the time and finances of the target, not necessarily with the goal of obtaining a court judgment in their favour.
