Honestly, it looks more like an update or addon to the first game than a proper sequel. And while the first game was refreshing at the time where true 4X were not that widespread, I feel I've outgrown its hybrid genre mix at this point.
It's not quite a 4X. Kinda like between 4X and a classic RTS. It's very combat centric and small scale compared to real 4X titles, like Stellaris, Distant Worlds 1 & 2, or Aurora 4X - if we want to stick with the space theme.
