How to follow people from other instances?

I want to follow https://mastodon.social/@haskell_discussions, but I can't seem to reach them from kbin. Usually with mastodon, I believe I should be able to search for that URL, like this:

https://kbin.social/search?q=https%3A%2F%2Fmastodon.social%2F%40haskell_discussions

But that does not give any results. I've also tried looking up the user directly like this:

https://kbin.social/u/@haskell_discussions@mastodon.social

But that also does not work.

Is there any way to do this?

/kbin can not follow Mastodon accounts, only Mastodon hashtags.

The reason I want to follow that account is actually because I'm not seeing their posts, even though they use and I'm subscribed to that hashtag (and my magazine https://kbin.social/m/haskell is "subscribed" to that hashtag). Is there any way to get their posts to show up in the microblog?

    I've managed to follow @popehat, also on mastodon.social.

    On the other hand I can't seem to find @davidgerard. I was assuming there was something about that instance specifically but if there is an issue with some accounts on mastodon.social and not others then maybe this is the same problem.
