This is years after the government of Munich made the switch, although then they switched back, and then it became a political thing.
I remember when Munich reported: yeah, switching to #Linux was more expensive due to "Total Cost of Ownership", accounting for the cost of switching itself.
Microsoft said: I told you so! So now you'll switch back, right?
Munich: no, now that we've switched, it's cheaper to stay with Linux!
