From the "systemd - bringing the Microsoft Experience to Linux" department:

systemd-journal-flush.service will add 1m30s to your boot time with the message (once you got rid of the "edd=off" message):
"A start job is running for Flush Journal to Persistent Storage"

After 4 hours of debugging (thanks, serial terminal) I found out that this is due to the directory the "/var/log/journal" not existing (eg. in the CentOS-Stream-GenericCloud-8-20230404.0.x86_64.qcow2 image).
