I can't comment on the technical side of it, but yes, if a user has accessibility issues, like Parkinson's, and using additional fingers to hold the shift key and a letter to capitalize words is an additional physical boundary.
I use Pascal case when I think it is helpful to the vision impaired community, esp hashtags, but with my Parkinson's, I don't normally unless it is security related, like passwords.
