So I've decided where I am going to classify this as.
I will nest it into the Ceratosauridae family, alongside Ceratosaurus itself, but this would be its own later, more derived version.
As for a name, I would go with something like, Jiaoruanlong kamiyaii
Meaning, in Chinese, "keratin dragon", with specific name being a reference to the Digimon anime, and the first character to have a Greymon, #Taichi#Kamiya
