I don't know and still asking myself about that and Thibaud and I have been discussing about this topic recently.
I think what would be very cool is to have something where you can say "hey, this repo is unmaintained but I like it/I'm using it/I've forked it" and see if there are others people with the same feeling and happy to maintain and/or support the project (advices, finance, whatever...) to avoid it be completely abandoned.
