Music is not allowed to be faster than 116 beats per minute and
not allowed to be slower than 80 beats per minute and
neither is dancing or singing at paces lower or higher than those numbers,
decreed the Minister of Culture of the Chechen Republic, Musa Dadaev yesterday, after agreement from dictator Ramzan Kadyrov (depicted "dancing"... or something),
further stating on behalf of the dictator that the Ministry of Culture will put much effort into enforcing cultural compliance and explained that their reasoning is that they "must bring to the people" what they have decided is Chechen customs and traditions as well as morality and ethical norms and must think about the children.
