Signal just protects the data in transit. If the end user device is compromised the messages can be read.

Allegedly Signal does not send data in the push notification but just wakes up the device and has it fetch the data. There is (supposedly) an encrypted push option that wakes up the client to decrypt it. There's a special permission you need from Apple for that as it's part of the push notification filtering capabilities I think?

But even so, I suspect Apple or another malicious app on the device can somehow access the push notifications event bus thing and read the content that exists there.

So basically you need to disable ALL content in notifications if you want as much protection as possible. But that's not the default behavior in Signal.
