If you're near a transmitter, it is apparently pretty easy to "sniff" and a lot are "cleartext" even.
The SatNOGS network occassionally picks up transmissions from insecure configured satellite/ground station combinations, for example.
Engaging in these government challenges is just going to increase one's odds of becoming a government stooge though, I don't recommend anyone participate.
