"In 1 hour" post at the top of microblog/newest: bug or feature?

Does anyone else see this post by t2aki at the top of https://kbin.social/microblog/newest ? I'm not sure if it's a federation bug, like some kind of miscommunication between kbin and their instance on the timestamp of the post, or some kind of scheduled-in-advance post that is set to go live one hour from now. I'm not even sure it will ever stop being "1 hour from now."

Considering that his post is about creating your own ActivityPub server in perl, he's on an instance I've never seen before, and he's Japanese, I wonder if he created an instance where his posts have a JST timestamp, or somehow incorrectly format the timestamp before federating it. Japan is one of the earliest timezones in the world after all.
