Secretary of State Antony Blinken told @juliaioffe last week that the DOJ figured out a legal scheme for disbursing some seized Russian oligarch money to Kyiv. (So far, it’s just $5.5m of $300b.)
(Blinken wouldn’t say which Russian oligarch lost the $5.5 million, just that “the person in question is in violation of the law,” presumably meaning sanctions evasion.)
