I needed a wallwart capable of >13.5V DC, and one off Amazon looked like it would work.

It's looking a bit jank. I wasn't expecting the world... but this seems not brilliant at all.

I've used on of these for years and it has adjustable voltages from 12V to 24V at 3.75A to 4.5A

Fair enough but you might be asking a bit much for an inexpensive wall wort in terms of voltage and stability.
