@Lyle sidewalks are only essential for getting pedestrians out of the way of fast car traffic, which can be cheaply and quickly stopped on every incomplete street if we really care about pedestrians and equity and safety or whatever. Drivers might even get frustrated and demand to pay for a complete street network.
