My understanding is yes, the flax is soaked in water for a time ("retting") to help separate the fibres from the rest of the material. I didn't realize lignin was also dissolved by this.

I was told by a peer that the caustic soda that linen is commercially soaked in now is actually done to soften it, at the expense of the fabric's lifetime.
