The uncomfortable truth is that not everyone should be included in everything. When someone says that everyone should be included/heard, what they mean is that people who they deem reasonable and acceptable should be. It is a tough position to hold, but fundamentally one that simply must be held. There are people who are a negative influence on certain situations. A fair amount of the difficulty comes from determining the kind of person you will accept.
