Because opioids and narcotics are the same thing, buprenorphine, the ingredient in Suboxone, can be regarded as a narcotic in theory. On the other hand, naloxone is not a drug. In actuality, it is antagonistic to drugs. Not even buprenorphine is as strong of a drug as heroin or oxycodone.
