They don't even need to be autocrats - any democratic constitution that grants majoritarian power to a minority (like Boris Johnson's 80 seat majority on 44% of the vote) has the right to pass Bad Law that is perfectly legal except...
Except when an overarching law like the #HRA or #ECHR allows the courts to judge Bad Law as unlawful.
