Perhaps if the NHS were properly funded he wouldn't have had to do that. And others, who can't afford spiffy new hands, might be able to get them too.

Normally campaign contributions aren't bribes because there is no explicit quid quo pro (whatever tacit ones might exist). But this one was a straighforward offer said out loud and recorded.
