"Didn't fail to misunderstand" while not ideal, is a stylistic choice. It can be used in litotes for example. Although, that example is a bit extreme, I admit. "Didn't fail to understand" on the other hand is much more palatable and even has a certain flavor.

"Didn't not not understand" on the other hand, is a grammatical mistake, so is "Didn't not understand".
