These companies go out of business and disappear to avoid the cost of of clean up after a well field is closed.
Then the people who ran these "defunct" companies come up with a new name to operate under and start working again for the oil corporations they serve and provide with enough distance from the environmental damage so they, too avoid the cost of clean up.
Clean up is left to the states where oil exploration is conducted.

@dougiec3 Simply force each company to put the money required for cleanup into an escrow account. No drilling until money is put up.
