To punish people for not being housed, we're going to...house them…but In jail? And under what circumstances would they be released? If they agree to leave town so they can be locked up in another city's jail for the crime of homelessness? @waldoj That's what they want. Either force them into shelters that most of them can't go to due to addictions,health issues, lifestyle preferences or safety concerns; send them (back) to jail; or,bus them out of state. Where they'll inevitably go through the same cycle all over again.
