Install the best version of apt below 2.9?

apt --no-strict-pinning --solver 3.0 satisfy 'apt (<< 2.9)'

@vv221 (Some) external solvers supported this for a while using -o APT::Solver::Strict-Pinning=0, but I added an option now.

Normally APT only has a single candidate version for a given package. i.e. APT 2.9.2, so if you want to install an older APT it would fail, because e.g. apt-utils 2.9.2 Depends apt=2.9.2, or it would remove apt-utils rather than change it to a non-candidate version.
