@decryption I checked the NSP and that train is formed by the 20.23 arrival ex-Wendouree. That is 2xVL, which separates. One set forms the 20.49 service, the other shunts out to the yard.
Lodge a complaint via PTV. It won't achieve much, but at least you'll waste a little bit of their time.
@decryption to be fair, the separation is scheduled and it would be for operational reasons (set needed for maintenance or the morning, I dunno). But still complain about the overcrowding, as the complaint will register and may do something next timetable change.
