East lost a generation due to the fall of the wall.
A lot of young folks made it to the west in hope for a better future.
Hence we had this huge amount of students in the west in K-12 and the pact 2020 for universities to have some relief (basicly East German universities signed a treaty to keep their student numbers stable on the level of 2005 even tho there were fewer finishing school.
