I usually develop the world and the character and the same time, with snippets I come up with at random times. Eventually I take all those snippets and take the "A man is a son of it's time" and invert it. The world is forged to allow the character to have it's story, but certain constants also shape the character to match the world it's inserted into.

I feel the same ! Sometimes I definitely do both at the same time. For instance I come up with a character concept, just a loose idea, and then I think about where that character could have come from.

I tend to be more character focused and driven so I really like having particular scenes in mind and I shape the world and it's mythos around it.

We're making a visual novel and my writer is the opposite of me, he established the world mostly first and said characters can change to fit the plot needs

To me it's better come up with the plot first, later on you can make everything else designed to fit said plot, like characters and world.
