Kind of weird for the federal government to get involved in this. Housing policy, especially small bore issues like building conversions, is usually (rightfully) the domain of local government.
Interesting - although my reading of this is that the federal government is seeking to promote/incentivise such conversions, rather than that it's (for example) going in over local government's head to impose zoning reforms.
