A lot of people here talking about "hazing" but I've heard of all of these things and more casually happen (except for someone dying, that's never casual) at what in the UK is called "freshers week" which is the first week of uni where all the new students can go out and get to know the local town (specifically the local pubs and clubs that often have offers on drinks during this week) and meet new people, generally while deep under the influence.
But the drinking culture here can be so overpowering and toxic that behaviours like op describes (drinking piss, shaving head, getting tattoos, having public sex, and so on) aren't seen as extreme or unexpected or that you need a special occasion for, just part of a "crazy" day/night out (though much more likely when say a sports team goes out, especially rugby players, but also lads nights out/holidays away, and so on).
