Adding a top level link to the main side menu?

What I’d like is to be able to add a link to the main side menu (where the links to ‘timeline’, ‘notifications’, ‘chat’ etc are) that I can link to a page I’ve created for all users of my instance. The reason being, I’d really like the instance rules page to be more accessible and visible.

Is this possible, other than by hacking that template?
