JDubbleu, Ohio State actually allowed desire paths to form and then paved over them later to make sure the paths were efficient and would be properly utilized.

When they put up fencing to block it off, use cheap bottle jacks and small cuts of 4x4 lumber to rip the fence out of the ground, but just where it blocks the desired pathway.

ElderWendigo, The fence is there to keep people from crossing the road at the end of that brick sidewalk. The desire path exists because people want to cross the road and are blocked by the fence. You can also see the utilities for the crosswalk to the left of the image at the end of the desire path.
