There are a few Bitcoin mining operations in Illinois and they use solar power and are largely air cooled with one site being submerged in mineral oil for cooling.

Liquid cooling systems are closed loop, meaning it doesn't consume any water after the hose is initially filled. So this "water usage" claim is, quite simply, bogus.
