Yes, I think the jams & songs have structure. Making everything up on the fly is boring. Working within a loose structure is a lot more interesting.
Just like when I'm doing improvistory movement w/ someone, it really helps to have an overall structure and framing. But, that certainly doesn't mean we know what's going to happen in any instant. And there's lots of on the fly. Within the framework.
I think jam bands are like that.

And sure, if that's what you understand improvisational music as, then it's impossible.
I'm not talking about recorded music, although improvisational music can be recorded. And I don't pay attention to the later day "jam bands". that's not my jam ...
@RickiTarr@colo_lee@theropologist And when someone or someones from another band or bands at the festival sit(s) in, and after maybe one verse where they're finding their feet, mesh perfectly into an incredible sound that nobody practiced? What then?
