I’ve had this problem too. I’ve noticed that, as mentioned, the case LED turns orange when putting in the first AirPod, but when putting in the second AirPod, the LED turns off momentarily and then comes back on as orange.

So look for the LED off and then on sequence when putting in the second AirPod to ensure that they are both charging.
