Menus and dialogs got an update from Chromium. You can go to Settings > Appearance > Menu and enable the Compact Layout for now or you can try to get accustomed to the new design.
You can also customize the menus to only list commands important for you, in the order you prefer them. https://help.vivaldi.com/desktop/appearance-customization/customize-application-and-context-menus/
