I'm not quite sure how campaigns would know what everyone's financial status is if people don't tell them (by asking to be removed from their list).
I guess a "financially stability" flag could be added to the voter databases campaigns rely on, but even then, there's not one copy of one database that everyone works off of. There are dozens and dozens of copies across states...
