It is correct to say last. In french we can say “dernier en date” meaning latest but we usually drop the last 2 words, and only “last” remains

is there a legal way to consume alcohol bought at a store, outside of a home, hotel room, etc.?

I’m thinking in the U.S. and Canada. For example, if you’re on vacation, you’ve checked out of your hotel room and have several hours until your flight, and you have some cans of beer left over. I know you could sneakily drink them in a park or something, but I’m just curious if there’s any way to do it that’s legal.

It’s called “droit de bouchon” in France, meaning “cork right”. Very old practice, commonly used by professionals

France tried such calendar in 1789 and 1871. We lost it when Jules Ferry executed all the communalists in Paris. Some people in France still use those calendars to show their support to revolutionary ideas

I own such a website and I can confirm that this date is right. French wikipedia though is wrong as it uses a bad simplication reform that was never voted
