@SrRochardBunson Reminds me a little too much of the fire in the hills above Santa Rosa a couple years ago. I saw a woman tweeting a video of it as it was just starting. In a couple of hours it was down out of the hills and by the freeway. I hope your friend is safe and packing in case they have to evacuate.
The way to identify a moral panic is identifying the moral entrepreneurs. Who is profiting, who is maintaining and expanding social status, who is lowering the social status of those they oppose? Identify who the moral entrepreneurs are and from there you can identify a moral panic.
If you start with the panic itself, you can get false positives. Sometimes panic and broad-stroke activity is the preferred response, and you don't want to stop it.
