I would say around 116 Lv it definitely is the case as at this point the half-live is measured in milliseconds.

There is this, yes. Though, on second thought, how much do you need to get together to be able to lick it? Might be the modern 21st century version of "How many angels can dance on the point of a needle".

I, of the minimalist school, hold that 1 atom is enough to lick it. The trick is to plant it on a suitable substrate first and then lick (fast, of course). Nobody said the licking had to be done on a solid block of the material (see also: Gases).

I'd say the amount required to lick is enough that it's large enough to have enough surface area for the tongue to make contact. It also needs to be as pure as possible (not possible to be 100% pure for most metals because they'll always form oxides).
